A different basin and a different county
East Contra Costa sits on its own groundwater subbasin, split from the Tracy subbasin by the state in 2019. Unlike the Eastern San Joaquin subbasin across the Delta, it is rated medium priority and not critically overdrafted. Its groundwater sustainability plan was approved in 2023, managed by a working group that includes Brentwood, the county, Discovery Bay and local irrigation districts.
Permits go through Contra Costa
In Contra Costa County, well construction, reconstruction and destruction are permitted by Contra Costa Environmental Health, and the work must be done by a C-57 licensed contractor with a bond and workers’ compensation information on file with the county. That’s us.
Water at the Delta’s edge
Groundwater along the Delta margin can vary a lot from one property to the next, in hardness, salinity, iron and more. Don’t buy a treatment system on a salesman’s word: start with a lab test, then treat what the test shows.
The jobs we see most
Pump failures on ranchette wells that run a house and irrigation, tired pressure tanks, pressure switch and control box faults, and supply line leaks between the wellhead and the house.

Brentwood questions
Asked and answered.
Do you really come out to Brentwood from Stockton?
Yes. Our phone number is a 925 number and East Contra Costa is part of our regular area: Brentwood, Knightsen, Byron and Discovery Bay. Call (925) 518-0442 and we’ll tell you when we can be there.
Who permits well work in Brentwood and Byron?
Contra Costa Environmental Health issues permits for well construction, reconstruction and destruction in the county, and requires a C-57 licensed contractor with a bond and workers’ compensation information on file. We take care of the permit as part of the job.
Is the East Contra Costa groundwater basin running out?
The state rates the East Contra Costa subbasin medium priority and does not list it as critically overdrafted, unlike the Eastern San Joaquin subbasin to the east. That doesn’t guarantee every well is safe in a drought; shallow wells can still struggle in dry years, so it pays to know your well’s depth and water level.

No water? Check the well pump’s breaker. If it trips again, leave it off and call. Never open the pressure switch, control box or wellhead wiring: they’re live at 240 volts. Water suddenly changed color, smell or taste, or the well flooded? Don’t drink it until it’s tested; use bottled water. Smell gas? Leave the building and call the gas utility or 911 from outside.
